The Office for Maritime Affairs or the Office for Supervision of Navigation was founded in 1745, at the time of a new increase of maritime affairs of the Dubrovnik Republic. The Office supervised the conducting of all maritime affairs of the Republic. Among other things, the office also conducted investigations and trials in various maritime disputes of Ragusan seafarers. The Maritime Court existed from 1535 to 1540, and when it was abolished the jurisdiction over maritime disputes was restored to the judges of the civil court (consoli). With a new increase of maritime affairs in the 40s of the 18th centuries, it became necessary to re-establish this court which was founded within the jurisdiction and the supervision of the Office for Maritime Affairs. The judges of the court were senators who managed the Office, and their jurisdiction was limited to civil maritime disputes.

The fonds has been linked to the archive since its inception. In times of the Dubrovnik Republic, the books of the fonds were stored in the Rector’s Palace where they remained even after the fall of the Republic in 1808. The archival material was consolidated and was made available to researchers by 1891. The archive in the Rector's Palace has been functioning as an independent institution since 1920 and it was dislocated to the Sponza Palace in 1952, where it is still located today.
